Threats, abuse and uncertainty over park

7.7.09

A public meeting has been called to clarify the future of Queen's Park.

Councillors and council officials will be asked to respond to rumours that a Council plan has been drawn up that could dramatically change the nature of the park.

Another factor in the debate will be the relationship between golfers and the rest of the community. A number of people have publically claimed to have been subject to verbal abuse and threats of physical violence from golfers both in the park and in the pavilion.

Queens Park and Charminster Forum chair Bob Anderton says:" There seems to be a misconception that the park is an exclusive members club when it is in fact a public facility paid for out of local council tax and therefore open to all who wish to use it. This issue has to be addressed".

Two meetings will be held on August 6 in the Queen's Park Pavilion - one at 10.30am and one at 7.30pm. The two times have been chosen to ensure that everybody can attend.

Fampoux Gardens Saved!

8.04.09

Bournemouth council has decided to remove the Fampoux Gardens from its list of areas scheduled for re-development. It now wants to see them cleaned up and restored to the high standard which its builders first intended when the gardens were opened in 1922.

The move follows intense communal pressure exerted among other places through this website. Local people made it very clear that they did not want the memorial gardens to be sold off and re-developed as blocks of flats.

Cabinet Member for Economy and Tourism Councillor Beverly Dunlop says, "“We have listened to residents in the area who have told us that Fampoux Gardens is a site of special importance to them."

“With the help of the residents we are looking forward to creating a memorial garden that is cleaner, brighter and a calming environment where the whole community can come and pay their respects and remember those ex-servicemen who gave their lives for their country.”

Winton Forum Chairman Anson Westbrook is delighted with the policy reversal. He says, "It is a victory not just for the families of local servicemen, but for the community as a whole. Places like the Fampoux Gardens must be preserved because they are part of our heritage. Winton Forum is proud to have played a major part in the campaign to give the community a voice on this issue. It is good to know that the council has listened. "

Council approves Fampoux sale plan

27.03.09

Bournemouth Council Cabinet has approved a plan which would include the sale of the Fampoux Gardens and their development for housing. They believe eleven dwellings could be constructed on the site.

Here is the full text of the official release issued after the Cabinet meeting:

Recognition for war heroes will always remain at Fampoux Gardens in any improvements and developments proposed for the site in the future.

On Wednesday, Cabinet approved the initial plan to make significant investments to play areas and leisure sites in the borough. As part of this proposal, Fampoux Gardens was identified as one of 18 under-used areas which will be considered as potential sites for affordable housing schemes. Money released from the sale of these sites will then go partly towards creating bigger and better quality play areas for children and improving existing leisure sites.

Fampoux Gardens is a low priority for development, however any changes that are proposed for the site, either now or in the future, will always take into account the special nature of the site and the views of local residents.

Councillor Beverley Dunlop, Cabinet Member for Economy and Tourism, said: "Fampoux Gardens is on the list of potential sites, however it does remain a very low priority for us in terms of housing development. We recognise that Fampoux Gardens is home to a memorial to ex-servicemen and if any changes are made we will ensure that the great service they have given for their Country is acknowledged and that a tribute remains.

"If it does get to the stage where it is decided to develop homes on the site we would ideally be looking at working in partnership with developers to create homes for ex-servicemen in remembrance of those that died at war. Any changes made will follow detailed consultation with local interest groups and residents in the area."

Memorial Gardens under threat

23/03/09

Bournemouth Council is planning to sell of a Winton war memorial to make way for flats.

The Fampoux Gardens, in a triangle of land between Green and Firbank Roads, are on the list of eighteen "playgrounds" that have been earmarked for redevelopment.

They were constructed and laid out in 1922-3 by unemployed ex-servicemen in memory of hundreds of comrades from the Hampshire Regiment who died just five years earlier at the village of Fampoux during the bloody battle of Arras.

They were officially opened by Major General Brooking, who played a leading local role in preserving the memory of Bournemouth's war dead and trying to give a better future to those who survived the mass slaughter of the First World War.

The focus of the gardens is a minature hilltop with a stone memorial bearing the words "These gardens laid out by ex-servicemen are named to commemorate the gallant stand of the Hampshires at Fampoux".

Some local residents are already pointing out that the Gardens are a war memorial and although tiny, one of the few open spaces where children can play.

Young Winton takes a fresh look at Spring

20/03/09

Students are working with Winton school kids to give a fresh meaning to Spring.

The 5th and 6th years will be creating a variety of objects including totem poles, mosaics, origami, rock paintings, poems, masks and traditional lanterns.

The project will culminate in a large interactive display in Bournemouth's Lower Gardens on 4 April .

Arts Institute students Caitlin Avery and Florence Foster, as project managers, hope to counter the fears of a recent Cambridge University report that claims primary education is too narrow and neglecting creative learning activities.

Winton Forum chair Anson Westbrook described the meeting as a positive response to the ongoing Forum initiative. Joint effort to solve student problem

19/11/08

Key local agencies have pledged to work together to tackle the problems caused by students in Winton.

A packed public meeting on 19 November heard repeated complaints that included noise from late night parties, antisocial behaviour, shortage of parking space and poor waste disposal from student houses.

It was emphasised that only a small minority of students are responsible for much of the annoyance.

Organised by Winton Community Forum, the meeting exceeded expectations. Seating ran out in the YMCA main hall and it was standing room only for latecomers.

Residents heard from official representatives of the Students Union, the University, the police and the Borough Council. Deputy Council leader John Beesley admitted it could take time to solve the problems, but promised to work with all parties to find a solution.

Among the speakers was a local private landlord who called for more responsibility from landlords and estate agents. He also thought that the rent guarantor status of many parents could act as a means of pressurising unruly students.

Students Union Vice-President Adelaide Allen conceded that there were genuine problems and called for joint action to tackle them.

Residents were told that apart from calling the police, they should always call the Council 24 hour Emergency Service if they were affected by a late night disturbance. The phone number is 451145.

Winton Forum Chairman Anson Westbrook said he was delighted that the Forum had managed to bring the various parties together to recognise the problem in public - and to promise to work together to solve it for the community.

The University has just issued an invitation to residents for a pre-Christmas "getting to know you" event. Full details on our Community Notice Board.

It says main concerns expressed by respondents related to the adequacy of the parking facilities and access for disabled people at the alternative branches and concern that elderly people, many of whom live in sheltered housing nearby, might find it difficult to access the alternative branches. Respondents praised the branch for its convenient location, friendly staff and useful attachment to a Co-op store.

The Post Office says it is satisfied that elderly and disabled people will have no problem in getting to the alternatives in Winton and Charminster, and that the two branches are adequate to cope with demand.

Surprisingly, the appendix to the decision document still refers to the branch as being in the Alldays Store. As repeatedly pointed out in the campaign, this ceased to be the case several years ago and may cast doubts on the care with which the closure decision was taken.

A vigorous campaign was mounted by local residents with the active support of the Winton Community Forum, the Queens Park and Charminster Community forum and some of the local councillors.

It is now up to the Post Mistress to decide whether the branch closes at the end of October or in the New Year.

Youth Centre in Question

23/09/08

Discussions are underway over the future of the Linwood Youth Centre.

The club caters for young people with special needs and offers excellent music, arts and sport facilities. It promotes involvement in the Special Olympics and is the only one of its kind in the area.

Talks are centering on a possible move if neighbouring Linwood School takes over the building. Alternative sites so fair mentioned include Muscliffe, Littledown and Winton Methodist Church.

Sources within the council are denying allegations that the club is to be axed as a cost cutting measure. A possible closure date in December is also being dismissed.

Outstanding OFSTED for Special School

22/09/08

Linwood School has one again been judged outstanding by government inspectors.

The effectiveness and efficiency of the Alma Road school, which teaches pupils with learning difficulties, was marked ‘outstanding’ in all respects. It received a similar accolade at the last OFSTED inspection three years ago.

The report is particularly complimentary about the teaching and learning which it views as ‘extremely good’ and praises the learners ‘excellent progress.’ Throughout the report the school’s commitment to personal and social education is emphasised and praised. ‘Pupils make outstanding progress in their personal development and leave school as sensible young adults very well prepared for life in society’ The key to this was judged to be ‘the consistent approach of all staff in developing warm and supportive relationships with the pupils.’

Gala deal confirmed

26/08/08

After a temporary stall in negotiations, Bournemouth Community Church has now signed a deal to buy the former Gala bingo hall.

The church is planning a nine month modernisation and refurbishment project which they say would retain the basic character and integrity of the 1930's art deco cinema. Work could start in October.

The project will be financed by sale of their existing church and LIFEhouse and a fund raising drive launched by a gift week in September.

When completed, the building will include a state of the art community, conference, youth and drop in centre. BCC are in negotiation with the borough council about locating a Children's Centre from the complex as well.

The church welcomes any ideas for the use and internal design of the building. Apart from being its new home it wants the building to be seen as a partnership with the community of Winton and Moordown that will benefit everyone with concerts, drama, films, community events, conferences, youth clubs, seniors clubs, pre-school clubs and coffee bar.

Stokewood asbestos alert

9/08/08

Stokewood Leisure Centre's third of a million pound refurbishment has been delayed after the discovery of asbestos in the building's structure.

The Council says that there is no risk to staff or centre users, but a licence has to be obtained for removal and the work must be undertaken by a specialist contractor.

The refurbishment includes the construction of an extension to the gym and a new exercise studio in the basement where the asbestos was discovered.

The Centre is now expected to open next January. Members are being offered use of the Littledown Centre.

Forums unite over Post Office closure plan

16/07/08

Winton Community Forum has been joined by the Queens Park and Charminster Community Forum in its campaign to let residents have their say about the proposed closure of the Post Office branch in the Charminster Road Co-op.

Both forums are publishing full details on their websites and a joint campaign is being planned with local churches to save this important community service from closure. The facts published by the Post Office are in some cases both out of date and erroneous.

Get the full details here.

Threatened post office closure

12/07/08

The busy Lower Charminster post office has been earmarked for closure according to a consultation document being issued by the Post Office.

The document names it as being in the Charminster Road Alldays Store, although the store transferred to Co-op ownership several years ago and has undergone substantial refurbishment.

The Co-op also provides a home to the Winton Post Office in Wimborne Road.

Winton Forum Chairman Anson Westbrook was instrumental in saving the Winton branch and says the Charminster proposal will be vigorously opposed.

"This is a busy post office," he said. "How are the elderly, diasabled, and parents with young children expected to cope? Frankly if the Post Office management don't even know that the store changed ownership several years ago, one wonders what data they are basing their proposed decision upon."

Drug house closed

10/7/08

A 21-year-old man, living at the address, was arrested on suspicion of possession of controlled drugs with intent to supply. He was later released on police bail pending further enquires.

Fuel Panic - Police safeguard supplies

14/06/08

Dorset Police have issued a statement confirming that they will have enough fuel to ride out any shortages.

At the same time thay are asking us not to create a fuel crisis by panic buying.

The advice is:

  • Do not panic buy – you will only deplete existing fuel stocks more quickly and that could lead to greater fuel supply problems.
  • Fuel stocks nationally and locally are resilient, although the Shell tanker drivers’ four-day dispute may affect the fuel distribution system.
  • Only buy the fuel you need to go about normal day-to-day business – don't hold a full tank of fuel just in case.
  • Avoid unnecessary journeys if possible.
  • Consider vehicle sharing with friends or colleagues, especially for journeys to and from work.
  • Actively consider 'walk to school' schemes and the like to minimise short journeys.
  • Consider using public and other forms of transport.
  • Don't hold extra stocks of fuel in tanks and other containers – it’s dangerous and could lead to a greater potential for fire risk.

Thumbs down for Winton Primary School

6/06/08

Government inspectors have told Winton Primary School that it must do better.

Given an official notice to improve in its latest OFSTED report, the school scored bottom marks in overall effectiveness, achievement, standards, leadership and management. In all other aspects it was classed as satisfactory.

The report says: "The leadership structure introduced around three years ago by the school has had a strong impact on pupils' personal development and well-being. However, it has not met the need to raise standards, because of inadequate provision for subject leadership. The senior managers and governors took too long to respond to clear indications of falling standards, and as a result many pupils, particularly in the last two years at the school, have been attaining standards well below those of which they are capable."

An action plan has now been introduced and the report also makes a number of positive comments about the behavour and conduct of the pupils together with the efforts now being made by teachers to improve standards.

Somerfield Supermarket Fire

2/06/08

An electrical fault is believed to have triggered the blaze which has severely damaged the Somerfield supermarket warehouse in Wimborne Road.

The alarm was raised just before midday 2 June. Within a short time more than fifty firefighters were on the scene. Wimborne Road and a number of adjoining roads were sealed off.

Initial fears that gas cylinders might be in the burning building proved unfounded, but a number of small explosions were caused by aerosol cans.

It took more than two hours to bring the fire under control. Fire teams managed to prevent it from spreading into the main store, although it is likely to remain closed for a time because of smoke damage.

Somerfield's management have been praised for their efficiency in evacuating customers and staff - some of whom were accomodated in the Hollies pub.

As part of the project the church wants the old Moderne cinema to live again. It intends to install a large screen and high quality projection and sound system so it would actually be one of the largest cinemas in Bournemouth. And harking back to the building's heyday more than fifty years ago, there would be Saturday showings of family films in the upstairs auditorium.

Just as it provided a springboard for some of the big names of the "Swinging Sixties" to make their name on the Moderne stage, it would be made available to local theatre groups, orchestras, and bands.

For more about the building see here and here.

There have been applications for flats on both 4 and 7 Denmark Road which have been refused by the Council and are awaiting a public hearing due to be held on the 14th May at the Town Hall.

More recently there has been a planning application for 7 Denmark Road for change of use from a B1 classification to a B2.

Changes for motorists

25/03/08

Changes are being introduced to make enforcement of parking and traffic regulations clearer and fairer.

As from April 1 Parking Attendants will be called Civil Enforcement Officers. Parking Charge Notices (PCN) can be issued by post if the vehicle is driven away when the officer is in the process of issuing the PCN or considers his/her personal safety may be compromised

There will be two tier PCNs depending on the severity of the parking offence - £70 reduced to £35 if paid within 14 days for contraventions with the potential to compromise road safety or cause congestion and £50 reduced to £25 for contraventions of parking place legislation in both on and off street locations e.g. overstaying your parking time.

A wider range of parking contraventions will include parking on zig zag approaches to pedestrian crossings, parking HGVs on verges and central reservations and parking on a cycle lane. There are also changes to the way appeals can be made including more information on PCNs to explain how vehicle owners may make a representation if they wish to challenge the PCN, the council having to respond within 56 days to any formal appeal against the issue of a PCN and a Notice to an owner cannot be served by the Council more than 6 months from the date of the PCN.

Curtains for silver screen

14/03/08

Residents have been told that there is little chance of the former Gala bingo hall being restored to its former glory as a classic 1930's Art Deco cinema.

A public meeting, arranged by Moordown ward councillors, heard that there was no possibility of the building being listed and that the council did not have the funds to keep it as a community facility.

It is understood that an approach has been made by at least one community organisation, but they did not have the money to carry through their proposals. The Bournemouth Community Church has publically expressed an aspiration to take over the building.

Residents were assured that in the event of redevelopment, guidelines would be drawn up that were sympathetic to the neighbourhood. Gala still has not said what it intends to do with the building.

Death of Senior Winton policeman

14/03/08

Tributes are being paid to Inspector Neil Munroe whose body was found on the Sandbanks shoreline early yesterday morning.

As North Bournemouth Section Commander, based at Winton, Inspector Munroe was a well known local figure. Investigations into the circumstances of his death are continuing.

Winton Forum Chairman Anson Westbrook issued this statement:

"On behalf of the Winton Community Forum I wish to express our shock and deep sense of loss on the death of Inspector Neil Munroe.

Based at Winton for two and a half years, he was a good friend to the Forum and the community. He played, for example, an invaluable role in supporting the Winton Carnival.

He was a man who gave his best for Winton over the period he was at Winton Police Station and did so with a great sense of fairness and good humour. His advice and friendship were always greatly valued.

Our thoughts are with his family at this very sad time."

Election date set

13/03/08

Winton is set to elect its replacement for Councillor Sue Cowley on May 1st.

An election will take place on the same day in neighbouring Queens Park and Charminster where controversial Conservative Councillor Alex Adams has resigned. He was criticised for poor attendance at council meetings and apparently deceiving the electorate.

He stood on an "anti-developer" platform although he was in fact a developer linked to a planning application in Charminster.

Councillor resigns Winton seat

10/03/08

A Winton councillor has resigned after less than a year in office.

Conservative councillor Sue Cowley won 933 votes in the May 2007 election for Winton East . It was the second best total in the ward. She was only narrowly beaten by husband Nigel Cowley who achieved 983.

Mrs Cowley  says, "It has been a rewarding experience and a great honour to represent the residents of Winton and I would like to thank everyone for their support. It is not a decision I have made lightly.  It has been difficult at times juggling so many different things and still retaining some work, family, life, balance. I am hoping that I will be able to achieve this now".

Future of the Gala Bingo Hall

10/03/08

There are reports that prominent local housing developer Dave Wells is expressing an interest in the former Gala Bingo hall in Wimborne Road.

Gala has not yet said what it intends to do with the building which internally boasts some striking 1930's architectural features and has the capacity of a 1500 seat cinema.

Residents concerned about the fate of the building are being urged to attend a meeting with the Moordown ward councillors.

The Moordown Ward public meeting is scheduled for 7PM, Thursday 13th March in the Hall of the Church of the Nazarene (corner of Mayfield Road / Queen Mary Avenue, Moordown).

See Memories of the Moderne and a photo walk around the building.

Brassey Road sword threats

4/03/08

A 47 year old man has been arrested after two men were threatened by a man with a samurai sword near the Embassy Youth Club.

Both incidents happened early on the evening of Saturday March 1 in Brassey Road, not far from its junction with Wimborne Road.

Both victims are thought to have been in their late teens and are not believed to have been hurt. One ran for help to a nearby house, the other escaped and called the police. The swordsman is described as wearing a camouflage jacket.

Police want to hear from anybody who saw the incident, and especially from the second man who did not contact the police.

Forum chief demands Uni action over riot

3/03/08

Winton Community Forum Chair Anson Westbrook has issued the following statement following the disturbances in the Latimer Road area:

"Following this very serious incident , what action are the University/Arts College going to take to prevent this from happening again ?

The irresponsibility of the students in advertising an open party on the web defies belief and they should be dealt with severely by the University/Arts college.

Following a survey of members, the Forum held a public meeting to discuss the problems of ‘Studentification’ with the University/Arts College and Local Authority and Police.

Residents at this meeting were extremely vocal and expressed their concerns about the anti-social behaviour of some people who attended these institutions.

The Forum were assured by the College representatives that they would be consulted on a planned approach to address resident concerns. The Forum was not consulted on this very important issue, however the University has issued some guide lines, which we have now published (see below).

We in the Forum would also like to know what Councillor Paul Hughes, appointed as the Student and University representative, is doing about it."

The following is the text of the Action Plan produced by the University in response to the Forum meeting:

  • Residents to phone 524111 giving their name and address to BU security staff/answer phone with details of their concerns - depending on the nature of the issue it may be more sensible for them to contact, for example, the police or environmental health.  The University will investigate the complaint, to identify whether the incident involves BU students and then follow up with a visit or letter as appropriate - available from mid-February.
  • BU ICR department to produce materials for local, eg, Winton Forum websites - materials available with immediate effect.
  • Production of a leaflet for students emphasising the need to act as good neighbours, recycling tips etc - should be ready in March/April.
  • BU to invite residents to the University on a termly basis to allow discussion of developing issues - this would include Talbot Village residents as well as those from Winton and beyond.
  • Production of a Code of Conduct for students in private rented accommodation adapted from that for students in BU managed accommodation - should be ready in March/April.
  • Production of a joint BU-Council leaflet for residents giving key contacts and useful information - aim for the start of the next academic year, September 08.

Police fought to contain a near riot on the streets of Winton in the early hours of Saturday morning.

Residents say as around two hundred drunken teenagers ran amok in the Latimer Road area, some climbing onto scaffolding around the newly constructed mosque.

It is understood that police were first called about a noisy party at around 11PM on Friday night, but were told to call the Environmental Health Department.

The drunken mob descended on Latimer road after a university student had advertised a party there on the Bebo internet social networking site.

As events rapidly got out of hand and violence spilled out onto nearby streets, a helicopter, police dogs and officers in riot gear were called in to try and impose order. Groups of drunken teenagers were finally shepherded away from the immediate area.

The police support helicopter hovered over streets between Wimborne Road and Charminster Road for some time.

At one point Wimborne Road was closed off by police vehicles. Three people were arrested and one treated for injuries.

Residents report that alcohol was being sold from a table outside the property. Officers were pelted with bottles and cans.

The student house was two doors down from a property where a cannabis factory had been discovered a couple of months ago.

Calm was not restored to the area until about 3AM.

Police are appealing for witnesses after an armed raid on the Tesco Express near Northbourne Roundabout.

It happened just before 10AM on Monday 25 February when three men threatened staff with knives and got a way with cash from the tills and safe.

The men were wearing almost identical outfits of balaclavas, blue fleeces, blue jeans and white gloves. Two men were wearing white trainers and one was wearing black trainers. They were all of medium build and around five feet ten inches tall.

The gang made its getaway in a silver Mercedes, registration HD02 OAX, which had been stolen from Talbot Woods on the previous Saturday night. The car was later found in Georgian Way.

Police want to hear from anybody who saw the robbery or may have seen the car.

Cannabis Factory Blaze

18/02/08

Another cannabis factory has been unearthed - this time after fire teams turned up to tackle a fire on the premises.

The blaze broke out at the house in Cyril Road early on Sunday morning. Fire-fighters were surprised to discover rooms full of mature cannabis plants and a sophisticated heating and lighting system. Local people thought the house had been rented out to students.

Other houses in the street were without power for several hours as a result of the fire.

Cannabis man jailed

16/2/08

An illegal immigrant from Vietnam has been jailed after being caught running a cannabis farm in Charminster.

The 43 year old was arrested during a raid in January and now faces eighteen months imprisonment and deportation. The man had sold his home and paid more than £10,000 to travel to the UK.

The court heard that the house in Shaftesbury Road had been comprehensively equipped for cannabis cultivation and more than 300 plants were growing there at the time of the raid.

More Drug Raids

5/02/08

Police have carried out Valentine's Day drug raids on houses in Pine Road and Queens Park.

Mature cannabis plants and a sophisticated heating, lighting and watering system were discovered at the Queens Park property along with thousands of pounds in cash and a quantity of white powder suspected of being a controlled drug.

Several people including a 31 year old man from Winton were arrested, questioned and subsequently released on police bail.

Items believed to be used in cannabis cultivation were seized at the house in Pine Road.

Police say the operations were mounted in response to tip offs from local people.

Drug sweep nets Winton cannabis factories

24/1/08

Police have uncovered two cannabis factories in Winton.

The sophisticated facilities were revealed after raids on ordinary houses in Parker and Hankinson Roads.

Police described the installation in Hankinson road as substantial. Four rooms were filled with cannabis plants. Electricity was being tapped from the mains and the rooms were linked to a large ventilation system that led up to the roof. A pumping system supplied water and the bath was full of chemicals.

The discoveries were part of a sweep that unearthed a total of six cannabis factories including ones in Capstone and Shaftsbury Roads in Charminster. The street value of cannabis seized in the operation is thought to be around £2 million.

Police describe the operation as "intelligence led" and want to hear from anybody who believes a property is being used to cultivate cannabis.

Bingo's last call

23/1/08

Gala has confirmed that its Wimborne Road Bingo club is to close on 10 February.

Cited reasons include falling attendance, online bingo, television gambling games and the smoking ban in public places.

Negotiations are underway with staff. Some may be made redundant while others may be transferred to other clubs. Club members are already being promised a big farewell party.

The likely fate of the art-deco building is still unknown.

For more details read "Death knell for the palace of dreams" just down this page.

We have now added a pictorial "walk round" of the building.

German church demolished

21/1/08

The German church in Moordown has been demolished almost exactly a year since the last service was held there.

The Martin Luther Kirche was established in the 1960's and served the German-speaking community across Dorset and the New Forest.

Supported over many years by a dance school that used its hall in Easter Road, it was finally decreed uneconomic and sold. The site is now to be turned over to housing.

The church bell, however, has not fallen silent. It has been transported half way across the world and is now calling a church congregation to prayer in Namibia, South West Africa.

Read about the history of the church.

Death knell for the palace of dreams?

17/1/08

One of Winton and Moordown's most prominent buildings is under threat of closure and demolition.

Gala has named its Bingo Club in Wimborne Road as one of several due for the axe because of falling membership.

It is feared that the art-deco building could be demolished and replaced with flats. Once a cutting edge example of classic 30's architectural design the former Moderne cinema has played a part in the lives of countless local people for more than seventy years.

It was not only the starting point for many courtships and romances, its talent contests also launched the careers of some big names in pop music.

Moves are now underway to see if it can be preserved. Suggestions include it being a new home for Bournemouth Community Arts or a Heritage Centre.

For more on the history of the building see here.

A film from a Winton-born director is to get a showing at a top international festival.

Carlo Ortu's "Safe Zone" is to be shown at the Santa Barbara International Film Festival in California later this month, and at a Hollywood festival in February.

Dealing with the emotional consequences of a serviceman's tour of duty in Afghanistan, it has already been nominated for a UK Film Council Award for best film at the London Short Film Festival in a couple of weeks time.

Carlo Ortu grew up in Winton. The thirty two year old film-maker lived first in Pine Road and later in Hankinson Road. He attended St. Luke's Primary School and Bournemouth School before gaining a first-class honours degree in Media Production from Bournemouth University.

First International Forum Member

1/1/08

Winton Community Forum has conferred a New Year Honour - and named its first honorary overseas member.

Rosemary Jankowski made a Christmas visit to our web site from her home in Winton Minnesota. She was so impressed that she applied to register for membership of the Forum. The application was considered and she was granted honorary overseas membership.

Rosemary's ties with the Minnesota Winton go back to her birth there in 1937. Her early married years were spent in Chicago, but the lure of Winton drew her back.

She and her husband raised a family of five there. He was Mayor of Winton for nine years but died tragically young from a rare liver disease.

For many years Rosemary served as the Winton postal clerk and helped her second husband run the Fat Chicken feed store which incorporates the Post Office.

They retired five years ago to their home just North of Winton. It is surrounded by forest wildlife including whitetail deer and wolves.

Rosemary says she is proud to be a member of our Community forum and sends her very best wishes to everybody in Winton for the coming year.

New appeal in Barnett murder case

12/11/2007

Detectives investigating the horrific murder of Bournemouth mother Heather Barnett have issued a fresh appeal to the public after new scientific analysis of the cut hair found in the victim’s right hand.

They are appealing for help in identifying and tracing the owner of the cut hair. Chemical and isotope analysis shows that the person visited eastern Spain and or southern France for up to six days some eleven weeks before the hair was cut. They then visited the urban area of Tampa in Florida, southern USA, for eight days some two to two and a half weeks before the hair was cut.

The new appeal comes on the fifth anniversary of Heather’s mutilated body being found by her two children in the bathroom of her ground floor flat in Capstone Road, just after 4pm on Tuesday, 12 November 2002.

Detectives are appealing for anyone who undertook, or recognises, the patterns of travel to the southern USA and southern Europe - before Tuesday, 12 November, 2002 - to call detectives in confidence via a special hotline on 01202 222 500 or the free and anonymous Crimestoppers line on 0800 555 111.

Historic local building to be demolished?

18/07/07

There are rumours that developers are planning to demolish the area's last remaining intact cinema building.

Currently operating as the Gala Bingo Hall in Wimborne Road, the building was opened in 1936 as a state of the art cinema. Known as the Moderne, its exterior and interior were examples of classic art deco design. Capable of seating audiences of up to 1500 it also staged local talent contests that gave a break to some of Britain's top pop musicians. The Moderne was finally turned into a bingo hall in the 1960's. The nearby Ritz cinema had been closed in 1959 and the Continental at Winton Banks was demolished in 1989. Click here to go to our page featuring pictures and details of all these cinemas.

Rumours of demolition are so far officially unconfirmed - but appear to have been sparked by removal of telephone masts from the roof and a national trend of bingo hall closures because of the new smoking ban. Despite its classic design, the building is not listed.

School-run parking blitz

15/7/07

Parents could face fines and points on their licence if they park carelessly outside local schools.

Repeated parking on double yellow lines or zig zags is likely to bring a booking, a visit from the police, a fine of up to £60 and as many as three penalty points. Cars will also be checked for road tax and insurance.

Police say there is growing concern that inconsiderate parking is putting children in danger. Written warnings have already been sent to drivers who parked illegally outside at least one local school.

Accident speed spot

2/7/07

An automatic warning device is to be installed at a Winton accident black spot.

To be sited in Heron Court Road near the junction of Maxwell Road, it will flash a message to approaching motorists warning them to slow down.

There have been a number of accidents in which speeding cars have failed to navigate the junction and ended up smashing through a wall into a private garden.

Council monitoring has shown that cars sometimes reach 60mph in the short distance from Alma Road to the junction and it is hoped that the warning sign could prevent a fatal accident.

Dead Winton comic in egg controversy

20/6/07

Legendary comedian Tony Hancock is at the centre of a controversy over the re-release of TV ads that he made about about ten years before he died in the late 1960's.

The ads have been banned because they are thought to promote an unhealthy diet.

Hancock spent his earliest years in what is now Winton's Strouden Road - and probably wasn't very well nourished because he developed rickets there.

In the ads he promotes the virtues of eggs. The idea was fine in the 1950's, but nowadays the authorities say that too many eggs can give you heart disease.

Take at look at one of the controversial ads and read our page on Hancock.

He added: "The changes made at the station demonstrate our commitment to strategic aims of improving community safety by risk reduction, responding effectively to emergencies and finally, being well managed and modern."

There is a new educational room, which will be used to inform local community groups visiting the station about road safety and the dangers of fire.

Police to get third eye

16/6/07

Police in Winton could soon be using tiny cameras – commonly known as ‘headcams’ – to monitor anti-social behaviour.

The cameras, which can be operated by Police Officers and Police Community Support Officers, are designed to be worn under uniform headgear with a small camera lens visible over the left ear.

Police tests elsewhere in the country showed that not only did the cameras assist in capturing evidence of anti-social behaviour but individuals also moderated their behaviour once they realised they were being recorded.

Bournemouth Police CCTV Co-ordinator Martyn Webster says,“Headcams are a recent technological innovation. They produce an excellent picture and audio quality that is good enough to be used in court proceedings. Recording will only start when officers are summoned to, or become aware of an incident and the wearer will inform anyone being spoken to of the fact that they are being recorded."

Winton gripped by UFO scare

26/5/07

The cause of a UFO panic over Winton has now been revealed.

People gathered in the streets on Thursday night as small groups of coloured lights bobbed, skimmed and zoomed above the Winton skyline. Some people managed to capture them with video and digital cameras.

Investigations have revealed that it was not the first wave of an alien invasion. The UFOs were in fact chinese-style flying lanterns released from Bingham Road by art students as part of their graduation festivities.

The sky-lanterns are a little more than a metre high and have small burning lamps at their base which cause to to work like mini hot air balloons. The way they were released made them appear to be flying in formation.

Detectives are appealing for information after two bogus water board officials made a failed attempt to rob a house in Winton.

At about 9.20pm on Saturday evening 12 May 2007, the two men went to a house in Brassey Road. One man tricked his way past the elderly couple who lived there, but left empty handed. His accomplice remained outside.

Detective Constable Paul Williams, of Bournemouth CID, said: “There’s no doubt in my mind that these two men were looking to steal from the house and they only left when the opportunity never presented itself."

“Men like these, who prey on the elderly and most vulnerable members of our society are despicable and cowardly and they must be stopped at all costs.”

Both men are white. One is about 50 years old, about 5 feet 6 inches tall and spoke with an Irish accent. He was wearing a dark brown jacket and blue jeans.

The second man, who stayed outside the house, is younger and taller than the first man.

Veteran Winton councillor retires

6/4/07

Liberal Democrat Councillor Jean Moore has decided not to stand in the May elections. After twenty six years as an elected representative she thinks its time for a rest and an opportunity to spend more time with her grandchildren.

Jean was born in Bournemouth and educated at local schools. She was first elected to Local Government in 1981 when she became the Dorset County Council member for Moordown. She held that position until 1997 when Bournemouth became a Unitary Authority.

Elected to Bournemouth Council in May 1983, she initially served the people of Moordown and following boundary changes, represented Winton East.

Since 2003 she was a Cabinet member on the Council with responsibility for Community and Culture. This included Crime and Disorder, Trading Standards, Arts and Libraries, and Adult Services. Jean has been a member of the Police Authority for the past seven years and was instrumental in the creation of the Winton Forum.

"It has been a privilege and an honour to represent you during this time," says Jean. "I have met many wonderful people and made many friends. The climax to my term of office was to have been chosen to be your Mayor. I have a lot of happy memories, and I believe helped to take Bournemouth well into the 21st Century I hope that you will continue to support your Liberal Democrat Team, who will put Winton first and foremost."

Winton gets the once over

3/4/07

Bournemouth Council's new Environment and Economic boss has been taking a personal look at Winton.

Tony Williams spent an afternoon on walkabout to get the feel of the place. His verdict was that it is a compact and convenient shopping area with lots to offer. But he felt it needs more focus points and continuing work to enhance its identity.

He praised the role of groups like the Winton Community Forum in helping to create a distinctive Winton character.

One of the area's problems is graffitti and in the course of the tour he happened to bump into a team busily eradicating it. In the picture he is flanked by cleansing specialist Roger Fish (right) and supervisor Chris Partridge (left).

Residents are expressing concern about noise, traffic and antisocial behaviour that could be associated with the project. They also believe that Winton does not need another pub.

Opposition is being co-ordinated by G and T's manager Dave Hull. He can be contacted at geeantee@btconnect.com

Electronic ASBO for Winton

20/03/07

Winton is to give a test run to a high-tech answer to antisocial behaviour.

The electronic device emits an annoying sound that can only he heard by teenagers. It will be installed on the pavilion at Winton Recreation Ground. The building was chosen because it has been the scene of criminal damage, graffiti and other antisocial behaviour.

The installation will be monitored by Dorset police and is the result of an initiative by local councillor Anson Westbrook.

"The sound of the "teen-deterrent" is inaudible to older people and does not upset animals," says inventor Howard Stapleton. "But it has a very high success rate in driving off groups of teenagers".

The device has a range of around fifteen metres. Stapleton says it is very quiet, even to those who can hear it, and is no threat to hearing or general health.

The three month pilot run begins in April.

Disability Champion

20/03/07

A Winton councillor has been chosen as the official champion of Bournemouth's disabled people.

Former Mayor Emily Morrell-Cross trained as a State Enrolled Nurse and for many years has cared for people with mental disabilities.

She has pledged to do everything she can to help people with both physical and mental problems. "I can't promise the earth," she says. "But I promise to give it my one hundred per cent best shot to get things sorted."

Disability issues can be raised with her directly by phone on 771188.

Italian music gets a thumbs-down

20/03/07

Barolo's Wimborne Road restaurant has had an extension to its music licence rejected.

The Italian restaurant currently has live music on Thursdays and wanted to extend its licence from noon to midnight seven days a week. Councillors rejected the application after hearing submissions from residents who did not want late night Italian love songs - no matter how well delivered.

The choral efforts of waiters singing "Happy Birthday" had not gone unnoticed - but that tradition is likely to continue.

Residents acknowledged the restaurant's right to trade and believe continuation of the status quo is a suitable compromise.

A welcome first for Winton

15/03/07

Winton is offering a visible welcome to visitors for the first time in its history.

Two official welcome signs have been placed on Wimborne Road. One is opposite St Luke's Church and the other is opposite St John's.

The dignified green signs are almost identical to the ones on the outskirts of Bournemouth. They appear as a result of lobbying by local councillor Anson Westbrook and have been paid for from his ward funds.

"I had the idea a couple of years ago," says Cllr Westbrook. "It's all part of creating a sense of community and pride in the place where we live. I'd like to thank the Borough Highways Department for implementing the scheme. It really does put Winton on the map".

Police search Winton Rec

12/03/07

Police have been searching Winton Recreation Ground and the surrounding area for a vulnerable 12 year old boy who has gone missing from his home in Boscombe.

Twelve year old Brian William Gray was reported missing from his home in Harewood Gardens, close to the main Tesco's supermarket in Boscombe, on Saturday 10 March, 2007.

Brian is described as white, five feet five inches tall, of stocky build and with dark brown hair. The boy has green or blue eyes and speaks with a softly spoken English accent.

When he went missing, Brian was wearing a short sleeved navy blue T-shirt or polo shirt, dark blue baggy jeans and a denim jacket with grey cotton sweatshirt-type sleeves and a hood with gold coloured buttons. He was wearing pair of navy blue lace-up canvas pumps with white rubber trim.

It is thought that Brian has with him his large royal blue blue BMX bicycle which has black writing on it. Brian had a small quantity of cash on him in a black purse when he went missing.

Brian's description has been circulated among taxi companies in Bournemouth as well as operator's of the borough council's closed circuit television (CCTV) system.

The Maxwell Road and Winton Rec areas are known to be among his favourite haunts.

Covert crime crack down

9/03/07

Plans have been revealed for new measures to crack down on crime in Winton.

Police are to use hidden CCTV cameras in a bid to catch people responsible for graffiti and theft.

The March meeting of the Winton Community Forum was told that it had been decided to use covert methods as the best means of gathering evidence. The aim was to catch as much as to deter.

The plan is the result of discussions between police, local traders, the Winton Community Forum, the Borough Council and local councillor Anson Westbrook. It is one of a number of strategies in operation or under consideration. Among them is a unique high-tech solution to antisocial behaviour likely to be tested in the near future.
